SSG pipeline stabilized around SiteIndex

The build pipeline now treats SiteIndex as the canonical source for routes, refs, relations and search metadata.

The new pipeline stopped relying on ad hoc page handlers and started flowing through:
- content validation
SiteIndexconsolidation- declarative route planning
- context assembly from typed inputs
That makes the remaining cleanup work mostly about deleting legacy paths instead of adding more special cases.
